Before that time had passed, plaintiff had begun this action, in which it asked that the Railroad Commission be enjoined from issuing this certificate. In determining whether such reasonable time has passed, the court should consider the course of action pursued by the plaintiff since the proceeding to acquire its property was begun. Considering all the facts disclosed by the testimony, the court coneludes that, in awaiting the outcome of this action in which the issuance of such certificate is enjoined, neither the Commission nor the city has waited an unreasonable time.
